Free Prescription Drug Card Partnered in Oklahoma - Oklahoma Municipal League and the Oklahoma Drug Card Will Provide Prescription Assistance to All Residents of Oklahoma
The Oklahoma Municipal Services Corporation (OMSC) partnership with BancFirst has successfully operated since Year 2000 to assist Oklahoma Municipalities and their Public Trusts utilize a city credit card program. With the Year 2012 partnership renewal, BancFirst evaluated the program, resulting in price reductions and implementing other cost savings and enhancements. Tamara Reed, the Assistant Vice President and Merchant Services Coordinator of BancFirst (contact information below) challenges all cities to compare the OMSC/BancFirst Credit Card Program with any other for service and competitive pricing.
Municipalities are experiencing great success with credit card programs as a convenient and necessary vehicle for conducting business. They are popular with citizens who like and will use them. Some cities/towns hesitate to utilize credit card services due to their understanding of the Oklahoma Constitution gift-giving prohibition, under-staffing, training time, concerns over risk and/or financial liability, or just not enough information to make a decision.
Let’s review those concerns:
The Oklahoma Municipal League studied the constitutional issue and structured the OMSC/BancFirst credit card program for compliance with the Constitution. Regardless of what other cities are doing, your municipality may have confidence the OMSC/BancFirst program is in compliance with the Oklahoma Constitution.
Benchmark of Trust
The Oklahoma Municipal Services Corporation underwrites and assumes liability for the Credit Card Program. No liability exists for municipalities. Additionally, no fees attach to contract termination as in almost all other contracts. These benefits are a benchmark of trust the OML and OMSC have in the program partnership with BancFirst.
All municipalities understand the necessity of internal financial controls. Many internal controls are enhanced when a municipality opts to utilize credit cards due to reductions in cash transactions and money handling. As a daily record-keeping and budgeting method, once the credit card is swiped, there is no “wait to pay.” The resolution of the financial transaction is immediate: no cash handling or traveling from department to department, no collections, no check charges – the money is in the bank.
Training and Service
BancFirst utilizes unparalleled training and follow-up practices. BancFirst installs and trains staff on equipment usage is immediately responsive to any problems, issues or questions from municipal employees.
